Getting Wallpaper and Wall Border off of walls quickly and effectively. Any tips?

Greetings,

I know there are products and tools out there for this. Anyone have any "insider tips" that I may not know about to make taking wallpaper and wall border (small strips of contrasting wallpaper used at chair rail height or near the ceiling) as easy as possible?
